Universiti Tunku Abdul Rahman (UTAR) was among the 22 public and private
institutions of higher learning selected to sign an agreement with the
Ministry of Health (MoH) on 16 April 2012 at Hospital Tapah to share their
resources with the hospital.
Signing the agreement on behalf of UTAR was its President Ir Prof
Academician Dato' Dr Chuah Hean Teik and on behalf of the MoH was its
Secretary General Datuk Kamarul Zaman bin Md Isa. While UTAR Faculty of
Medicine and Health Sciences Deputy Dean Prof Dr Yap Sook Fan and MoH Deputy
Director General of Health (Medical) Datuk Dr Noor Hisham bin Abdullah
signed as witnesses.
Present to officiate the event was Minister of Health Dato' Sri Liow Tiong
Lai. Other present were Perak State Executive Committee Member Dato' Dr Mah
Hang Soon and MoH Director General Dato' Sri Hasan bin Abdul Rahman.
Under the agreement, UTAR agrees to provide full- or part-time medical
specialists in the areas of internal medicine, paediatrics, obstetrics and
gynaecology, anaesthesiology, general surgery and orthopaedic surgery, at
Hospital Tapah. In addition, if required by the Government, UTAR medical
specialists will assist in providing teaching and training to the medical
officers and other staff of Hospital Tapah, and also provide patient care
service at the hospital. UTAR will be accessible to Government medical
officers or other Government servants, if they are available, to assist in
the bedside teaching and training of UTAR students at the hospital.
Under the agreement, the Government agree to upgrade Hospital Tapah to
render specialist services available, including the construction of an
operation theatre centre for patients of the general surgery, orthopaedic
surgery and complicated obstetrics and gynaecology services, a houseman
quarter for placement of house officers, and a specialist quarter for the
on-call medical specialists. There will also be procurement of new equipment
to support specialist services such as CT scan for diagnostic imaging,
ventilators for intensive care, automatic bacterial culture machine for
culture and sensitivity. Additional formulary drugs and surgical-based
service staff will be procured for the specialist services. Clinical posting
of UTAR MBBS, nursing and health science students will be allowed at
Hospital Tapah.
"The agreement signed at Hospital Tapah expanded the facilities and
resources available to our medical, health sciences and allied sciences
students," said Prof Chuah, adding that UTAR always assure their students
with adequate teaching and research resources.
"It is truly heartening to see MoH and higher learning institutions coming
together to act as a team. The smart partnership would foster excellence and
professional development for both the universities' students and the
hospital staff," said Dato' Sri Liow.
With Hospital Tapah included, for related courses, UTAR is now accessible to
the resources of 14 Government hospitals. The others are Hospital Kuala
Lumpur, Hospital Putrajaya, Hospital Ampang, Hospital Sungai Buloh, Hospital
Kajang, Hospital Selayang, Hospital Serdang, Hospital Sultan Ismail (Johor
Bahru), Hospital Raja Permaisuri Bainun (Ipoh), Hospital Melaka, Hospital
Tengku Ampuan Afzan (Kuantan), Hospital Queen Elizabeth (Kota Kinabalu), and
Hospital Sibu. UTAR is also accessible to the facilities of the private Tung
Shin Hospital and Hospital Sungai Long and eight public community clinics
throughout the country.
