The Faculty of Accountancy and
Management organised a webinar on “Preparation for the Test of Professional
Competence (TPC)” on 25 February 2021 via Microsoft Teams. More than 80
participants joined the webinar which was presented by Geomatika University
College Kuala Lumpur Deputy Vice Chancellor for Academic and
Industrial-cum-Dean of Faculty of Architecture, Surveying and Real Estate
Prof Dr Sr Noor Rosly bin Hanif.
Prof Noor Rosly, who is also the
external examiner for UTAR’s Bachelor of Building and Property Management
(Honours) said, “TPC is the Board of Valuers, Appraisers, Estate Agents and
Property Managers Malaysia (Board) principal means of ensuring that only
those who are competent to carry out the work as an professional valuers,
estate agents and property managers are permitted to obtain professional
registration. The professional practise as valuers, estate agents and
property managers are governed by the Valuers, Appraisers, Estate Agents and
Property Managers Act 1981 (Act 242). The process to become a registered
professional under the act would need to go through three steps, known as
the Pre TPC, During TPC and Post TPC. Pre TPC is the preparation before an
individual sits for the TPC interview.”
Introducing TPC, he said, “Upon
graduation, an individual need to be employed in the related field and apply
for probationary licence from the Board. Upon the registration of
probationary licence by the Board, you will be given a number and you will
have to start your work diary and logbook. Aside from that, it is important
to record your working experiences and do a write-up on your practical task
before sitting for the professional interview.” To undertake TPC for
registered valuer, the requirement of experience is that one should work
under a registered valuation firm for two continuous years under the
supervision of a registered valuer. The candidate should have experience in
at least three areas such as valuation, rating, property management, real
estate agency, acquisition and compensation, taxation or property
development and research. However, to become a professional estate agent,
you will need to have experience in sales and purchase, tenancies and
leases, and marketing for sale and letting. As for property manager, one
will need to have experience in any three areas of building management,
maintenance management, financial management, administrative management,
insurance management, health, safety and emergency management, tenancy and
lease management as well as facilities management.
Prof Noor Rosly explained what
should be included in a work diary and logbook. “All candidates are required
to keep and maintain a logbook to record their professional experience in
chronological order based on entries in the diary. The candidate needs to
prepare four copies of the summary report outlining the experience,
including the area of experience, geographical area, types of property,
candidate’s level of responsibility, and other related information. All the
report has to be certified by the candidate’s supervisor,” said Prof Noor
Rosly.
He then continued with the
candidate’s practical task, the preparation for the interview and Q&A
session with the participants.
