UTAR hosted the Budget 2025 Insight talk on 12 
	November 2024 at its Sungai Long Campus, drawing over 30 students and 
	academics eager to gain valuable insights into Malaysia’s fiscal policies. 
	The session featured renowned tax expert Mr Harvindar Singh, who shared his 
	extensive knowledge on the subject.
The talk was organised by the Belt and Road Strategic 
	Research Centre (BRSRC), the Institute of Management and Leadership 
	Development (IMLD), and the Department of Accountancy of the Faculty of 
	Accountancy and Management (FAM).
During the two-hour session, Mr Harvindar Singh 
	delivered a detailed analysis of Malaysia’s Budget 2025, highlighting key 
	policy changes, tax implications, and their anticipated effects on various 
	economic sectors. He addressed prominent topics such as dividend tax, global 
	minimum tax, personal tax reliefs, and indirect taxes. Using simple and 
	accessible language, he provided clarity on these complex issues, ensuring 
	the audience could grasp their significance.
In addition, Mr Harvindar shared insights into 
	crucial elements of Budget 2025, including tax incentives, environmental 
	sustainability initiatives, and the implementation of new stamp duty rates. 
	His expert commentary offered attendees a comprehensive understanding of the 
	fiscal measures announced.
Overall, the event provided attendees with valuable 
	perspectives on Malaysia’s economic direction and reaffirmed UTAR’s 
	commitment to fostering knowledge-sharing platforms that bridge academia and 
	industry.
About the 
	speaker
Mr Harvindar Singh is a seasoned taxation expert with 
	over 20 years of experience. He serves as a Council Member of the Chartered 
	Tax Institute of Malaysia (CTIM), contributing to the development of tax 
	best practices. As Chairman of the Malaysian Budget Booklet, he leads over 
	80 tax professionals to produce a key resource for finance professionals and 
	tax authorities. He is also the Chief Examiner for a CTIM professional paper 
	and regularly speaks at conferences and seminars on taxation. His career 
	includes senior roles at SCS Global Consulting, Ernst & Young, and PwC. 
	Currently, he is a Tax and Compliance Officer with Gill Private Wealth in 
	Melbourne, combining local and international expertise in taxation.
