The Miracle Baby Programme (MBP) marked a significant milestone with the launch of its Second Mission on 24 April 2025 at Hospital Pulau Pinang. The event was officiated by Her Royal Highness (HRH) Raja Permaisuri Perak Tuanku Zara Salim, in the presence of distinguished guests, including YB Dato’ Lukanisman bin Awang Sauni, Deputy Minister of Health Malaysia; His Excellency Mr B.N. Reddy, High Commissioner of India to Malaysia; YABhg Tun Dr Ling Liong Sik, Chancellor of UTAR; and YBhg Tan Sri Dato’ Dr Sak Cheng Lum, Chairman of the UTAR Education Foundation Board of Trustees.
The MBP was founded by Tun Dr Ling Liong Sik with the noble mission of assisting babies and children in Malaysia suffering from congenital heart disease who require corrective surgery. Following the success of its inaugural mission in 2022, which treated 18 young patients nationwide, the Second Mission was successfully carried out from 14-25 April 2025. Total 22 children have benefited from the mission offering them renewed health and hope.

This humanitarian initiative is a collaborative effort between Hospital Pulau Pinang (HPP), UTAR, and the Sri Sathya Sai Sanjeevani Hospital (SSSSH) in India, a renowned centre of excellence in congenital cardiac care. The programme brings together a dedicated team of specialised surgeons, anaesthesiologists, paediatricians, and cardiologists from SSSSH, who work closely with Malaysian healthcare professionals. This collaboration not only expands the capacity for life-saving surgeries but also enhances local medical expertise through knowledge exchange and training.
Aligned with the Ministry of Health Malaysia’s objectives to broaden paediatric congenital heart surgery services, the MBP is strengthening national healthcare capabilities while addressing urgent needs among vulnerable populations. The involvement of key figures from the education and diplomatic sectors further underscores the programme’s multidimensional impact, integrating healthcare, education, and international cooperation.
The MBP’s model of collaborative care has proven effective in delivering high-impact outcomes at minimal cost.
